An HR consultant does as much or as little as you'd like them to do to assist you with the employee aspect of your business. Working with a consultant is a cost savings for smaller employers who don't yet need to hire an in house HR professional or that has an entry level HR position but needs a more experienced resources when more complex concerns arise.
Companies work with HR consultants for two basic reasons, the first is for their knowledge and skills in the areas of legal compliance, employee relations, and strategic HR. The second reason is simply to save themselves the stress of needing to learn a whole new world of information with little time to do so. HR consultants can quickly and easily answer most questions and give advice on a variety of situations while ensuring the advice is both legal and in the best interest of the employer. Their guidance greatly reduces legal risk in the long run as well as reduces the need to consult with an attorney on more basic matters.
The surprising answer is zero! It is best to begin working with an HR consultant before hiring your first employee. There are many laws that apply to hiring your first employee and some that apply to how you post the position and the information in the posting. These laws vary by state and some counties and cities have their own additional labor laws as well. Working with a consultant can ensure you are compliant on all levels as well as help you understand how to find and select a great candidate.
Working with small businesses, I understand the concern of keeping costs low. A consultant will do as much or as little as you'd like and will offer suggestions to help meet your budget. In many cases this means more collaboration between the business and the consultant with the consultant providing more instruction rather than finished products.
